After years of effort, Tongchuan in Shaanxi Provincehas made great strides in controlling emissionsand improving its circular economy.
　　
　　In January 2007, people in Tongchuan,Shaanxi Province, were surprised to seeover 100 swans settling in the city forthe winter. By comparison, more than adecade ago, the city was criticized by ChinaCentral Television as "an invisible citywatching from a satellite" for its serious airpollution. "Now so many swans fly here forthe winter, proving that the environment inTongchuan has improved," said some ama-teur photographers from Xi"an who paid aspecial visit to Tongchuan.
